Bath toys make good first-Christmas and stocking gifts for babies and toddlers. These eight are all under $20, sold by Amazon.com, rated 4.4 stars or higher, and paired with what the CDC says most children do at each age.
Safety First, and a Free Version
The American Academy of Pediatrics says: "Children can drown in only a few inches of water, so never leave a young child alone in the bath, even for a moment." It adds that "Bath seats and rings are meant to be bathing aids and will not prevent drowning if the child is left unattended." That's why this guide has no bath seats or rings.
Free version: You may already have a full bath set in the kitchen: two plastic cups, a measuring cup, a funnel or colander, and a plastic spoon. The CDC's own tip for 2-year-olds is: "Let your child play with sand toys or plastic containers, spoons, or a funnel in the tub or in a sandbox."
Why we picked toys that open or drain: In a 2018 lab study of 19 used bath toys, researchers reported that "All examined bath toys revealed notable biofilms on their inner surface." The study measured bacteria and fungi; it didn't study illness. Most of our picks have no squirt holes, or they drain or open. Empty bath toys and let them dry after every bath.

Pour water in the top and watch it fall through, like the funnel in the CDC's tub tip. The listing says 12 months to 5 years, but the page's safety line is unclear, so check the age on the box. $7.13 on Amazon (4.7 stars from 8,873 ratings).
